I finally fixed my issue by reinstalling the entire game. I tried everything before resorting to this.
I think it's possible that there something wrong with an asset file. Perhaps something got corrupted in the last patch.
I fixed it by just reinstalling the launcher over top of the existing one. It re-downloaded the latest patch it seems, but when complete it worked. I feel like it may have been due to me using a non-default Game Path, but don't have the will to definitively test that. I'm just glad its working now.
Is there any quick easy way to uninstall the game or is it just deleteing the main folder all together and such and redownloading from the website?
So like 10 years now and this problem still exists. What a joke. This game should be $5/month since it's not an AAA game, or it should be free to play to raid since most money is spent on the cartel coins. I had this problem 2 months ago when I installed. 2 weeks ago I uninstalled and took a break from the game. Reinstalled today, same crap AGAIN. Why not just use the launcher to check for updates and install there instead of letting us into the character select screen. I can't believe I'm going to say this, but please be more like Blizzard lol. OR just get rid of the garbage bit raider 🙂
Same issue, did both of these. Game worked for about 12 hours then had the same issue. Reversed them, game worked for about 2 hours. Same issue. Re did them, updating the game AGAIN. we'll see if that fixes it. I have gigabit ethernet wired into my desktop, 300mbps on the low end. Rediculous that with P2P off or on I get about 8mbps. FIX YOUR CRAP!!!
*** Edit: Oh good! it repaired this time! 66 files! So I should have no more issues! Wait... why is it downloading the entire freaking game again?!?!?!?! What a waste of time.

Same problem after last patch. I can log in but game shows that I can play only on starting planets because full game didn't download. 30.06 new SWTOR patch maybe it will resolve our problem. I suspect it is wide issue, I created new character on starting planet and I was only one there, I remember lots of players running here and there not so long ago.

I am having the same issue and using a non-default Game Path as well on a fresh Win10 Install.
Trying the first process (making BitRaider Auto then deleting the suggested BitRaider files to force a verification) but if it still gives me fits I will go to the standalone.
Patch didn't resolve issue. For me helped changing to start the swtor in Windows XP SP3 mode. (right click on swtor launching icon to change it) I coudn't belive it helped but turned on and off Win XP mode few times to prove it.
Running in XP SP3 compatibility worked! Thanks mate!

Can you advise if the 0% reoccurs ? this is not known as a permanent solution
