Your modem stats look great , now the laptop pingplot is showing the same issue, no need to play with settings as the ping to the modem looks ok
I would say exchange issue or some error on the link that isnt showing in the stats.
There is a chance this could still be the modem issue but the link itself is perfect , I would show that pingplot and the large spikes and high ping to the ISP (Telstra ?)

A pingplot for you even with the game running should look similar to this one , notice the timings do not vary much

Yeah well, welcome to my world mate, rural mountain region internet is * terrible. XD
My ping even to Australian game servers has always been at LEAST 50, ofttimes over 100, to international servers, anywhere from 240-380 is the norm.
Maybe next year when we're supposed to get the NBN my ping will be as good as yours.
So I take it this means we got nothing? Dammit, I was super pumped to play this alongside my buddy, even bought a sub.
Oh well, I'll keep trying, at least now I know it's not my computer or modem.

260ish ping average on the first hop even for rural isnt what you should see in a pingplot ever , if this isnt exchange congestion then there has to be a fixable cause (can be the modem but rare) , only the ISP can work that out.
you can try the free trial of www.wtfast.com but it cant work miracles on issues starting on the first hop

Just in case you hadn't seen the other threads, There is server connection issues today/tonight as well on one of the backbones, so no point trying wtfast at present.
This is a separate issue to whats occurring for you though, its just compounded it tonight.....

So I left it until quite late at night here and this image basically shows what I experienced.
Also I apparently left a download going during the last ping test, which is odd, since I have a distinct memory of stopping that thing, so it's possible a scheduled download came and ruined it all.
However I saw pretty much the same ping when I reran the test without downloading, so I got no clue.

You really need to talk to your internet service provider and send them these pingplots, the ping once past your modem is atrocious and will be the cause of issues with real time games like swtor.
Webrowsing and downloads may appear reasonable but realtime programs will get all sorts of delays issues based on the ping responses displayed.
(there was server connection issues yesterday but this is different to what is being displayed in the pingplots.
looking at the plot your first hop should be a steady 30 - 40 ms yet it is spiking up around 700 - 800 ms considering the same responses across the hops.

This is almost like bandwidth saturation see this link , if your upload is getting saturated it may cause this , also exchange congestion , your ISP once past tier 1 support should be able to monitor whats occuring

So I OFFICIALLY have no clue what the hell is going on anymore.
So after I got mildly frustrated at something completely unrelated and had to reset my modem/router thing, I noticed it was running MUCH faster than normal so I got curious and tried playing SWTOR again.
The first is playing without WTFast on, and the second is using WTFast.
Both times I could play, though I was in an area without combat so I couldn't test that, for about 10 minutes, (with only a couple lag spikes lasting less than 10 seconds (that didn't impact the ping test it seems)) before I completely lost connection again.
It seems like I'm destined to be completely stumped on this issue.

Ping times is in what I was looking for with a 30 - 40 ms range so they have come good on the modem restart.
See what they are tonight if exchange congestion they will go huge again in peak periods.
the 2nd plot is showing some packet loss at the modem and larger spiking but nothing that really screams major issue.
Based on the previous plots and the fact a modem restart had a major noticeable speed affect , there is only 3 things
1. Wireless Connection
2. Modem itself
3. Link issue.
1. you can test your self with looking at the wireless strength, also if you are currently on 5Ghz wireless for example and have 2.4 Ghz also, swap to the 2.4Ghz for affect.
2.4Ghz will be more stable at longer distances then 5Ghz.
2. can only be tested by trying a different modem. (if ISP modem they may offer a replacement).
3. link can be tested by your internet service provider.

So tonight I finally managed to get some free time, and tried again, and the game failed after 6 minutes, however I remembered you mentioning to change it from 5G to the normal 2.4.
Aaaand well that worked, I managed to play for a decent while before time caused me to have to quit the game, and aside from a couple lag spikes, that game was steady as a rock.
Seems your idea fixed the issue, thank you.
Now to go bug my recording partner to see if he's still down, hopefully he hasn't found a new partner in the last couple weeks.
Thanks again man, you're a lifesaver!!
