Reputation Vendor Items NOT Unlocking in Collections?

Will this known issue/bug be addressed in KOTFE? As it stands, it seems completely random for an item bought from a reputation vendor (that also appears in Cartel packs) to unlock in your collection...

Hopefully it will be fixed in 4.0. More then likely if it is fixed it'll be put into the patch notes when 4.0 launches but I haven't seen a confirmation. Usually they don't list all bugs that are going to be fixed till the patch notes are up.
