Looks like a failed purchase indeed! The system appears to have refunded it now, you can try and buy it again 🙂
There is/was may still be an issue with unlocks , if it is affected the unlock should appear again in the unclaimed section of the cartel market.
What is your swtor username and I can get conformation on Monday if this issue is still happening as haven't seen this raised for a bit now.
Edit - just to confirm you did claim it to your inventory and then used the item in your inventory ?

Just to confirm , you have used the unlock item that would of transferred to the inventory of the character when you claimed the unlock originally from the market ?
yea i double checked my inventory and the unlock isnt there.
