First question to ask is if you use AVG as an Antivirus if so per the known issues sticky (Link)
Symptom: No server list or game not launching - with AVG.
Workaround - disable "link scanner surf-shield" before playing.
no i don't have avg, i have windows defender, i turned it off and i turned off my firewall and it still comes up with this
First thing is to remove and re-add both launcher.exe and swtor.exe to the exception lists
Server list issue if a firewall block will be swtor.exe , most times people only enter launcher.exe into the exception lists.
Also doesnt hurt to give the router/modem a reboot just to be certain
