See https://www.ea.com/news/update-on-electronic-arts-titles-in-russia-and-belarus , russian accounts will not be able to purchase from EA or swtor directly , your only recourse is to buy a code elsewhere or purchase on steam
Note: the standard edition code on ea can only ever be applied to a swtor account once , and is provided as a code to be redeemed at https://www.swtor.com/redeem-code
ukrainian accounts can purchase on swtor.com, however when you select a purchase the currency will change to euros
