Not overly familiar with combat logging however;

I gather you have set launcher.exe and swtor.exe to run as administrator, maybe it doesn't have windows permission to create the folder.

@rhexaa Also make sure your my documents folder isn't on a network drive, that seems to mess things up sometimes.
