My recommendation would be to just turn BitRaider off completely and go back to the non-streaming launcher, it has less bugs like this. Keep in mind that for this, you will have to download the whole game again once (~25 GB) but afterwards, you will have less problems.

To turn off BitRaider, you have to do the following:

    1. Make sure both the game and the launcher are closed.
    2. Go to the folder where SWTOR is installed and find the "launcher.settings" file, right-click on it, go to "Open with..." and open it in a text editor like Notepad.
    3. Find the line
      • , "PatchingMode": "{ \"swtor\": \"BR\" }"
      and replace it with
      • , "PatchingMode": "{ \"swtor\": \"SSN\" }"
    4. Also find the line
      • , "bitraider_disable": false
      and replace it with
      • , "bitraider_disable": true
    5. Now save the file, close Notepad and start the launcher. It will now start downloading.

Once it is done downloading and installing, you are ready to hop in and play. 🙂
