Press the Windows key and select settings
Go into Time and language, select region and language on the left
Click additional date, time & regional settings
Under region click the link for change date, time and number formats
Click additional settings at the bottom
Click either reset , or ensure . is decimal symbol and , is digit grouping symbol
Want currency to display as $ 1,000.00 there is an issue/bug if system currency displays as 1.000,00

Can you mention what antivirus and firewall you use and provide a dxdiag per this link
Also remove any compatibility modes applied to the game shortcut, launcher.exe or swtor.exe

I'm using Win 10 and using it's firewall and antivirus. I had tried deadctivating both. Now i downloaded avast and am reinstalling SWTOR. When i am finished i will try not using the compatibility mode againd and reply.

I reinstalled it for the 4th time, added it to the Avast firewall and i keep having the same problem.

Just to be sure can you add swtor.exe found at C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor\retailclient to the exception lists as well.
and just to be sure this isnt a setting issue can you try setting the client_setting file per below
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
Open the client_settings.ini file in notepad and ensure the following are displayed within
Fullscreen = false D3DFullScreen = false RefreshRate = 60
Check NativeHeight, NativeWidth, Height and Width ( all 4 ) match your monitor resolution.
Save and close the file.
Start the game as normal.
