    Ups should have been clearer. 

    As cheaterll said all Content stais available for your Account. 

    So if you have an paid Subscription on Dec. 2. The Level Cap for your Account is 70.

Can you answer the other part though?  Will I need to re-subscribe for the next toon I want to lvl past 55?

Once you have unlocked an expansion (including the levelcap) you have access to it forever, so no, you won't have to resubscribe everytime.
