Swtor support are following up to see if there is anything that can be done , they suggest if you can buy a digial game time card that may be an option

steam issues usually occur for 2reasons
1. the accounts are not linked before purchasing on steam , so steam has no idea what swtor account the purchase is intended
2. the swtor or linked ea account is disabled or banned in which case there is no way to add gametime no matter how it is tried to be purchased
Make sure you login and play on a character and then log out via steam , if you then go to https://account.swtor.com/user/steam you can then confirm the steam account is linked before purchasing
