steam issues usually occur for 2reasons
1. the accounts are not linked before purchasing on steam , so steam has no idea what swtor account the purchase is intended
2. the swtor or linked ea account is disabled or banned in which case there is no way to add gametime no matter how it is tried to be purchased

Make sure you login and play on a character and then log out via steam , if you then go to https://account.swtor.com/user/steam you can then confirm the steam account is linked before purchasing

Support just mentioned they thought purchasing on swtor.com was sorted , what is your display name so i can check the swtor account

seems not yet , a workaround may be to set the country to bulgaria and then add the credit card , some said that has worked
Is this a legal method? I will not be banned?
I'm not sure how that suppose to help. I have 2 cards issued in Ukraine by 2 different banks (visa and mc) and they are blocking all transactins in rub so I'm not sure how changing country on that page will help with anything. I've tried to change it to Poland but transactions still were blocked because it is in rubs. So until they move us away from russians nothing will change.
I've attached my acc to steam and subbed there as workaround. It is pricy in there but worked for me.
Also you can try to set Poland country and pay in PLZ. But selection this country depends on region where you live. Some regions (providers) are not allow this selection
