I tried looking for the %localappdata%\swtor\swtor\settings file but, it's not even there. Do i need to delete it and reinstall it or something?
No re-install usually makes no difference , the appdata folder is created on the first launch of the game
Can you post a dxdiag per this link
Is there any change if you go to C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor\retailclient
now in that location is a file called client_defaults change the fullscreen= true to fullscreen = false , save and re-try
Run a file verification just to be sure the files are ok

yes i know i have a crappy computer i just don't have the money to get a new one. I tried the C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor\retailclient thing and it saves but, every time i load the game the full screen setting goes back to true. It's probably obvious whats wrong with it but, i don't know how to computer.
Do you happen to have a different monitor you can connect to this PC as a test , trying to eliminate as an EDID issue
Try making sure you can view hidden files. The path name should be something like C:/users/MYNAME/AppData/local/SWTOR/swtor/settings. I am using Windows 10 but I believe the path name is very similar to Windows 7 or Windows 8. If you do not see the AppData folder then click on the view tab and make sure hidden items is checked. If you are using Windows 7 then it is in folder options.
