Place shadows on low, and lower the scale for shadow map resolution
turn off vsynch in fullscreen mode and / or try playing in fullscreen window mode see if any difference
ensure windows power options is set to high performance

@M4x3d_out Did adjusting the fullscreen/windowed and vsync options resolve the issue for you?
I had to turn off shadows completely for the camera stutter to go away. But even with everything on high/very high, I was running 60 FPS. So know it's not my rig that's the problem. Your engine has issues it would seem. That's unfortunate. It's starting to show it's age.
if your running nvidia , go into the nvidia control panel and set vsynch to "fast" instead of "on" i gather if your running 60fps that you are using vsync , if you read the tooltip it does say "on" can cause stutter
