Have you tried uninstalling the av as a test (reinstall again after) reboot the PC and try the game to see if it is causing the issue ?
Had another case on discord yesterday with 310 error and they solved it by turning the AV off.
Edit - also in the game folder is a log folder can you attach the latest launcher log

The patch data cdn-patch.swtor.com is being stalled. Did you add both swtor.exe and launcher.exe to your Firewall as well as your AV?
Poor wireless signal can cause a download stall too, so be sure to connect by cable to the router/modem too as a test item

yep added it to the firewall and still nothing
