With chapter 3 as the only quest in the log, go to the fleet, try to right click character portrait and choose reset all instances. If that doesn't work can you abandon chapter 3 and then collect it again?
yes, i did that multiple times, it seems there's no way to fix this, im waiting for a response from customer service but it seems im gonna wait a lot
