None of the steps worked. The directx won't install on his computer for some reason. The Clean Boot made it worse since now it's stuck at 100% and the mini stub loader doesn't launch even when we try to force it from services. The situation got worse since now we can't even access the play button due to 100%.
You will need to keep the bitraider mini support service stub loader enabled - see this link

If that doesn't help you can try a Clean Boot.If that works re-enable one thing at a time to find the conflict.(If using the Streaming Launcher (Bitraider) you will need to leave the Bitraider Stub Loader Service running on the clean boot or the launcher will stop at 100% and not allow play to be pressed ).We got the 100% problem fixed but the same old problem of the game not launching at all is still here. Nothing has changed. Still pressing play closes launcher and does nothing.
