If you just sign into the Launcher without launching the game yet, does the launcher download anything or patch the game at all?

If it's stuck on a fairly low %, I'd recommend simply switching to the non-streaming version: https://answers.ea.com/t5/Troubleshooting-Guides-Info/Guide-How-to-Switch-to-Non-Streaming-Launcher/m-p/4867417

It doesn't, I finished downloading the game completely yesterday and nothing since then. The "download" only appears once I click play button, as shown in the picture.
