Got it Working.... My drive was a Fat 32 so i formatted it and Changed it to a NTFS now it works like a charm... If anyone els has this problem make sure your HDD is NTFS not Fat32....
also go to
C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor\retailclient
there is a file here called client_defaults
Change just fullscreen to false initially and save it
open up task manager and when you press play does swtor.exe appear at all
nothing even pops up in Task manager
Guess have to check the obvious first , does swtor.exe exist in the retailclient folder
The only odd thing I can see in that picture is your associations
see mine here for windows 10

i just dont know how resetting my PC caused all these Problems... I could be missing something the game needs to run..
Your file sizes are different as well , edit -, all smaller, and they shouldn't be reporting as different at all on a NTFS system formatted with default size.
only the tor file is the same between yours and mine
well i g2g ☹️ its 2:20 in the morning We have such different time zones lol I should be on around 12:30 - 2:30 pm...... at 4pm i have a dentist appointment..... All Canadian time of coarse lol... (Alberta)

And to repair is below , you likely have streaming launcher at this point

Glad to hear your good, I hope you just converted the FAT32 to NTFS and not reformatted again.
(explains the file size difference too)
Odd FAT32 does have a 4gb file limit but wasn't aware of any files that large, this may just be a bitraider thing, I was going to get you to switch to non streaming if no luck and I bet it would of worked on a FAT32 file system too.
If anyone is using FAT32 say like on a portable HDD , use this guide here to install and see if it works ok.
