I came back after a extended break and am having the EXACT same issue.
"SWTOR.com is temporarily unavailable as we are experiencing extremely high traffic. Please check back again soon, or visit our Twitter account for details!"
Literally the same problem.
I've tried different browsers, computers, internet connections, devices etc. I cannot subscribe, period.
I've also changed my password twice for my account via SWTOR.com, as well EA.com (not that I'm sure it's linked to my swtor account), and I still cannot resubscribe even still.

Same problem here. Was sub a long time ago but now it's impossible...Just got error again and again....Username is Glaystal....
You have another EA / origin account linked to your swtor account and that has the persona glaystal and it uses a live.be email address , you need to login on that EA / Origin account and reset the password to restore purchasing on your swtor account
