I am having this same issue, except I do have access to my EA account. I've changed all my passwords, verified my email and phone number, have a security key attached, and have updated my EA and SWTOR account passwords. I literally have no clue what the "issue" is and wish they would elaborate with an error code or something to make this process easier.

        should have a response back from swtor support in about 8 hrs when they are online for the day
