i cant start or complete valor in any way. also with reseting return to duty
Try resetting Return to Duty. Leave Inconspicuous Valor as it is. Both require you to speak with General Garza at some stage and if both missions are on that step, this will happen.
thats the problem valor auto go's to that step when you go to corasant
I gather you have a ticket in at present , they are swamped at present , not that, that helps but ensure you have one in just in case they can help.

I think i fixed it, i reset valor at coruscant and it worked (now i need to reset it every time go to coruscant) and garza now stands there two times
