thats the problem valor auto go's to that step when you go to corasant
I gather you have a ticket in at present , they are swamped at present , not that, that helps but ensure you have one in just in case they can help.

I think i fixed it, i reset valor at coruscant and it worked (now i need to reset it every time go to coruscant) and garza now stands there two times
Return to Duty comes after Valor in the mission chain, as such they need to be completed sequentially. I would advise resetting the Return to Duty as if you complete the mission you are supposed to do later first, this may compound your issue.
