Why do I lose a free server character slot when using free level 60 token?

I had 14/15 character slots until I used my free level 60 token recently. Against all documentation on this forum and swtor.com forums the use of said token will take up a free character slot if you have one available. Not so much of a question as letting others know and asking for an explanation for this. My response from Ciera of Swtor customer service was a simple rebuke that a server character unlock is not included with the free token.
