Easiest way to find the log folder is right mouse click on the game shortcut and select open file location
to be clear, your saying even a ping is timing out in which case it would indicate a local network issue.
If your system is currently connected wireless try a wired Ethernet connection direct to the modem and see if this persists
If you grab www.pingplotter.com and set it to graph to say www.google.com.au after a few minutes of running the download stop the graphing , that graph can be saved as an image in pingplotter and inserted here into a post.

I downloaded pingplotter, ran it, and then nothing happened, tried redownloading it and then it said disk was full, when both of my drives have ample room for more downloads.
