Why is my launcher for swtor not able to download the game?

I have tried downloading the game several times. Each time it acts as if it remembers where it left off, resuming at 10.73% and then going along at 2.00mbps until it hits 10.8% and then it will jump ...

    Ok your C drive is totally full , this is likely the cause of your issues given windows usually also uses a cache file on C drive

can start with gaining more info 

Easiest way to find the log folder is right mouse click on the game shortcut and select open file location  

to be clear, your saying even a ping is timing out in which case it would indicate a local network issue.

If your system is currently connected wireless try a wired Ethernet connection direct to the modem and see if this persists 

If you grab www.pingplotter.com and set it to graph to say www.google.com.au after a few minutes of running the download stop the graphing , that graph can be saved as an image in pingplotter and inserted here into a post.

I downloaded pingplotter, ran it, and then nothing happened, tried redownloading it and then it said disk was full, when both of my drives have ample room for more downloads.
