Why is my level 27 character now limited to level 22

What do you mean like you aren't earning any experience points or you lost 5 levels? If you just lost levels, I've not heard of this issue happening before, all I can recommend would be to just re-level your character.

If there is an issue leveling period, then you would need to either call customer service or email support@swtor.com.

I think you misunderstood something here, since 4.0 there is an mechanism in Game called Level Sync.

this Reduces your Level to the Maximal Level for the planet you are on.

So you get Rewards and Exp on any Planet.

  Ah I always forget about that feature @Ahrngrim since I really don't think about it while playing but I agree with you it sounds like what they are referring to.
