Why is my level 27 character now limited to level 22

I am a preferred status player, I have in the past been a subscriber, but can't do it now. I have recently started playing again and have a level 25 Jedi Sentinal that I have gotten to level 27. The ...

You possibly mean that you are in an area that brings your level down to 22? That's all I can think of. Certain areas lower your level to a certain level depending on the area/planet.
