99% Shader Compliation Crash fix

Hi all,

No matter what I tried to get beyond the shader compilation screen (all the way to a full Windows 11 reinstall) would work on my 5090 FE, 9950x3D build. 

Finally figured it out. You have to power limit your card to 75% in the Nvidia app, then it will fully shader compile. Reboot the game at 100% power and you're good to go for now as it caches shaders. Tried everything else, this was the only solution and I was just dumb luck trying things.
