AP is not refunded when killing an enemy with Quick Draw VI

So I can't find anywhere else to report a bug but each time I kill an enemy with quick draw 6 it just takes the ap with no refund making it so that I cant make the multiple attacks necessary to make my regular blaster attacks stronger.
