[Bug ] Luco doesn't return

if you don't take his mission at least two rotations before stillwatch

In my Run i had the problem that luco did not return after leaving to hunt the super tactical droid. I left the luco/tel missions to the rotation before stillwatch which meant that luco departed right before the one year timeskip. I can only assume that broke some ingame logic since he didn't return, and didn't become available as an operator again. It also crashes the game when trying to load into the destroy the bunker on umbara mission without having him present.
