Enemy Bugged on "Infiltrate the prisoner exchange" mission causing soft lock.

Playing on PC  the last enemy of the mission is bugged into the war and no attacks or abilities can target or move him. On his turn he neither attacks or moves either. When I load it just takes me to the last load on the previous turn as I'm doing the Ironman mode. No way to leave the mission or progress.
