I've tried mashing all the buttons (playing on PC). The only response is hitting pause and reloading a save. You can let it sit for an hour and nothing happens. Just soft locked all day

Just to clarify, this is specifically after pausing the game, letting the menu come up and waiting a few seconds, then unpausing it?
Not mashing buttons and adding extra inputs, just the temporary pause and unpause.

Adding to this. These soft locks are infrequent but consistent. They will usually happened at end of enemy turn although I have heard that overwatch causes them as well. On my second playthrough right now and the game has soft-locked twice at same point, on the Kervis mission. At the end of the first turn of the enemy reinforcements.
This wouldn't be a huge issue except for anyone playing with no save/reload enabled, like I am, it is literally a game blocker as I cannot progress any further.
I am playing on a PC.

No, the soft locks happen on their own. No menu or input needed, and always on an enemy turn

Right, I understand they're on an enemy turn, I've run into a number of them as well.I may have phrased that poorly - when you notice the enemy no longer making a move, on their turn, try pausing the game, waiting on the menu screen for a few seconds, then unpausing again.
I personally have gotten things moving again 9 times out of 10 by doing that - no mashing buttons or other inputs, just a pause after I've noticed they don't seem to be taking their turn, waiting, unpausing, and then within about 15 seconds or so (still not immediately) they'll often resume the turn.
That doesn't lessen the disruption by any means or work in all cases, but may be worth a shot in the meantime just from my personal observations.
