Luminara and Maul already grant evasion to specifically Jedi or Sith. With so few Sith in the game, you really want two with the exact same leader ability?
People always talk about the gap between FTP and P2P. How many FTP are going to be able to field decked out synergy teams? The only reason most can compete in arena is because they have leader abilities that are universal and cover the squad they were able to pull together and level up.
It will be the P2P that will be running maxed out clone teams, Ewok teams, etc.
