Well you cant really say it was from paying because there still is no answer from CG/EA regaurding the reasoning. However i would say its not cool to reward someone whom farmed him in a month cause they were to put off by him not to farm until he was needed for a special event. When alot of people got him7* long before he was ever announced to be a requirement. Wheres our reward for our Foresight. Just saying.
Yes we can say it was from paying because because several screen shot stated that this is a reward for account activity during the period right before tb and the rush to farm captain solo. Also around that time there was confusion regarding 5 or 7 stars as a requirement. People paying we upset and from this it can be inferred that this was a sort of compensation for said mix up. Where the problem occurs is that apparently in tracking those accounts several were missed and several got reward that they shouldn't and more importantly no announcement of this prior would have been appropriate.
