Most of the time there’s been a balance between fleets (i.e. Nego v Malevolence; Finalizer v Raddus) but there’s 2 current imperial capital ships against 1 rebel.

Well if you think about it, that is balanced. The Empire always had the Rebels outnumbered 10 to 1. So we need another few Imperial capital ships before a second Rebel capital ship lol
