This is text from the recently modified Forest Moon Assault Battles description. What does this even mean?

Considering in the BH event, action counts were shared, meaning success at any tier removes 1 chance across all tiers...one would assume that Forest Moon will let u exhaust attempts at each tier w/out impact on # of chances at other tiers.
