This is text from the recently modified Forest Moon Assault Battles description. What does this even mean?

But you can attempt each tier once. Each tier has a (1) under it and completing tier one doesn't prevent you from being able to attempt tier 2, for example. So the text doesn't seem to do anything other than scare us into not trying the lower tiers?
