Vader has never been a sith leader, only an apprentice, it makes no sense to give him those type of leader abilities.
He has the title Darth, he trained apprentices himself, he is a Dark Lord of the Sith. In the lore that placed him above the average Sith.
The true point was he needs expanded leadership abilities to represent his impact in the Star Wars Universe.
