Yes the Op is raging a little, but it 's also true that working your kitten off and being shafted by RNGesus is frustrating. But, I don't think that simply making the top player the only one with good reward is the solution.
What I would like is for the top 3 player to be able to choose their gear from the loot table, the top 10 could choose only one piece and the rest have the current system. This way participating allow you to get lucky, but being good give you what you want.
Give the officer who launch the raid the ability to choose which loot system they want and it would be far better in my opinion.
