Anniversary Reward?

I'm asking this for my little brother, I got mine fine, but he hasn't received his 4th anniversary rewards, anyone know why not? He is level 76 and started playing like 4 months ago.. Idk if that would affect anything? I don't see why it should tho, but any help here would be hot. Haha. Thanks.
