Barris is a great example of a balanced toon since she can provide really strong healing capabilities and a decent cleanse to your team at the cost of terrible offensive output. She is an asset to any team while still requiring good team building on your end to make her work well.

Yet cmdr luke in a mediocre team is still worse than barriss in a good team. Seems to me your definition of balance is tailored to make luke unbalanced and barriss balanced.
Don't get me wrong, i do consider cmdr luke to be a better character than barriss. And yes, there are only a few 4 man teams where barriss would be a better 5th than cmdr luke would be. So you won't see mee arguing that cmdr luke is balanced, or more balanced than barriss. I do however disagree with your reasoning and with the conclusion that barriss is balanced while cdmr luke isn't. With a bit of imagination you can make any character that is in the top20 of the meta report seem unbalanced compared to any other character in that same top20 or in the entire game.
imo using the (un)balanced argument is just a great way to end a discussion. If you want to be right, just call it unbalanced and the discussion is over. Nobody can argue against it. Well, they can try like i just did, but your argument still holds true no matter what i say. Looking at barriss vs luke the way you do, you're 100% right.
This comment ins't aimed at you specifically, pretty much everyone does the same thing, myself included. It just usually leads to no where. Then again, what discussion on this forum ever does? ;)
Difference is that Barris is bad in a mediocre team while Luke is still good in a mediocre team. You have to put Barris into your team with characters that work well around her skillset
