You're just using the term stack wrong, but for the purposes of what you're trying to say, just assume that yes it stacks. It doesn't matter, it's working as intended.- it's probably due to multiple turn debuffs. It would be strange if you couldn't target lock an enemy for two turns if he is still target locked after taking a turn.

This, if Slow lasts 2 rounds and you slow a person again next round - then now they're slowed for 2 rounds again. Re-applying debufs is part of the game core - it's always been the case. Biggs takes advantage of that and from Vader's re-apply.
Absolutely WAI.- The subject line of this post is misleading and should be changed. Biggs is not broken, but is WAI.
Please change the subject line to, "Ship Arena Help" - Late shards when everyone is maxxed TIE Silencer can OHKO or red dot biggs if he is giving you a problem. Simply advantage, offense up. thrawn defense down debuff use silencer special biggs dead. Falcon can kill biggs in one turn too. get TL on biggs use falcons buff. Then shuttle gives falcon 100 TM and biggs and another ship are dead from Single attacks. Silencer is easy farm... Falcon not so much...but you'll find Falcon is by far the most powerful ship in the game and worth farming...even if it dies on 2nd round. it will have killed 2-5 ships in that time if you have kylo shuttle
EDIT : if you just got into ships and are on an early shard...then yes biggs can be extremly hard to take down.. You just need to focus fire and pray you'll find the stronger you get the less a problem he is. - Target lock-dispel-buff immunity and leave him while you take out the tie fighters done

yes against anyone but mace. Because then your going to have to dispel 5's and then whoever else get's the 3rd taunt.- I have a personal policy I have never fought a mace squad in arena

Actually there is one that floats up near the top early each day but he's already beaten way back down by the time I start my run.
