I don't know if you bothered looking at my BHs, they all already have pretty high Potency (Potency Crosses are enough, you're only gaining Max Health, which doesn't make that big of a difference in their survivability) and Critical Chance. If I did what you suggested then I'd have pretty low speed and an over-reliance on criticals (which is punished by common tanks like General Kenobi and Shoretrooper, doesn't matter how big your Critical Damage bonus is).
