Squad arena actually has several teams that can vie for top spots (DR/Malak, Padme/GR, Shaak/Clones and GG/Sep). Fleet arena has only one (and has always had only one) - the only thing happening right now is that the "one fleet meta" is simply slowly changing over from AA+HT/HMF to Negotiator+HT/Eta-2.
Maxed GenSky (like, literally G13 r7 all zeta) can also get in top arena, but I know that's more rare. Still worth mentioning.
