Can someone explain to me why Triangle and Arrow mods are so rare?

I just spent 300 crystals on refreshes for Tier 3 speed mod sims, and not one arrow or triangle mod. I know that getting a speed primary mod is like winning a lottery, but seriously, getting these to ...
