In addition, the three left side mods can only have four possible primaries in total (square is always offense, diamond is always defense, and circle is either a health or protection primary stat), while the right side has many available primaries. So while the most desirable shapes are less available in general, the most desirable primaries for those shapes are even rarer (like speed primary on the arrow, crit damage on the triangle, and potency on the cross).
Then, getting desirable secondaries (speed, mainly) to show up on those already rare shape/primary combinations is even rarer. And finally, getting those super rare desirable secondaries that happen to show up on rare shape/primary mods to increase multiple times and transform into a serious OP God-mod is.... well, nearly impossible.
And in my opinion, that's a good thing. Otherwise I wouldn't get that unmistakable sense of accomplishment when I eventually get one. O_o
