Seems illogical that you have to wait until lvl 84 and achieved 3 star on highest teir of each challenge in order to multi sim. Why not just multi sim the highest teir the player has 3 starred achiev...

Much like simming GW, I think it's more of an earn, not so much a waiting for.
Also, if they open up the auto sim too early, some may not realize when a new level opens up.
