Sadly, Count Dooku also inflicts shock with his Force Lightning, and this infact gives synergy with Palpatine and Dooku so it could be quite useful :)

Dooku you have to level up all the way and work on him. Also he only has a 50% chance. Where as this idea would be better at inflicting shock than palp and dooku combined. No shock shouldn't just be given to any character. Let it be the way it is.

I'd advise reading up on Arcann's character in the Star Wars universe, to realise that he's far from just any character. He's definitely deserving of shock, it's not a unique debuff like fracture or armour shred is.
