Cheating fleet

Got a cheating fleet in my shard sniping people less than 30 seconds before their payout. There's no possibility the fleet can win without cheating among the top 10 in the shard (no ship is 7*, no falcon, the fleet doesn't even move before my fleet kills it on auto).
Who do I talk to and is there any way to get crystals restored?
