Do you really want CG to put in anti-randomness code?
It can still be random while requiring three unique disks - it's not difficult to do. But they seem to be perfectly content with it the way it is. As frustratingly easy as it is to fix, I've stopped looking for it to change. From a programming standpoint it feels sloppy and lazy but but at least it's not going to stop someone from progressing.
